Install Sony Vegas and restart your computer. Open this program and go to the File menu. Click the Open button and wait for the Windows Explorer window to open. Navigate to the directory containing the desired video file. Select the clip with the left mouse button and click Add.

If the video is not added to the render bar automatically, perform this action yourself. Find the beginning of the section you want to cut from the shared track. Select it with the left mouse button and press the S key.
