The availability of digital video content, advanced video processing and editing tools open up ample opportunities for amateur creativity based on dubbing existing video material. All you need to do is learn how to insert soundtracks into a movie, and you can practice from the bottom of your heart overlaying audio tracks onto available videos. Having at your disposal a film dubbed by actors in a foreign language, as well as an audio file with translation, you can get a video with a new soundtrack in a few minutes.
