If a person left for a vacation with a SIM card registered in the home region (in other words, he lives in Irkutsk and left with an Irkutsk SIM card), it will not be difficult to call him from a mobile phone: the call will be charged for you according to the current tariff plan.
On-net calls are free on many tariffs. But a resting person will be considered as being in roaming, that is, payment will be made for both incoming and outgoing calls.

When calling a city number, dial: 810 - country code - city code - subscriber's number or + country code - city code - subscriber's number. When calling a mobile phone: 810 - country code - operator code - subscriber number or + country code - operator code - subscriber number.
Note: for a call to Ukraine, the code of Ukraine 380 is used, however, all local numbers start with 0, and many dial + 380_0 … There is confusion, and the system replies: "The number is dialed incorrectly." To avoid mistakes, it is recommended to dial +38 (not 380) and then the number from 0.
It is worth noting that it is not always possible to call abroad from a mobile phone due to expensive prices: a minute of conversation is charged from 6 rubles and more (depending on the direction of the call and tariff plan rates). Internet applications such as Skype, Viber, WhatsApp, etc. can save the situation. With relatively inexpensive Wi-fi services, making calls through applications is even more profitable.
On old tariff plans, you can call abroad using IP-telephony - a call over IP (also via the Internet, but without using any additional applications). To do this, you need to dial from your mobile phone: 147 - 810 - country code - subscriber's number or 147 - 810 - country code - city code - subscriber's number.
New tariff plans (for example, Tele2 tariffs "Black", "Very black", "Blackest", "Orange", etc.) do not provide IP telephony service.
