In operating systems of the Windows family, it is possible to remotely control a computer. It is carried out via the RDP protocol using a special client program. Terminal services must be enabled on the target machine for remote control to be possible.

Step 1
Start the Microsoft Management Console (MMC). Right-click on the "My Computer" icon on the desktop and select "Manage" from the displayed context menu. Or open the control panel using the "Start" button menu, go to the "Administrative Tools" section and click on the "Computer Management" shortcut.
Step 2
Activate the Services snap-in. To do this, in the left pane of the console, expand the Services and Applications node. Highlight Services.
Step 3
Find the item in the list of services corresponding to the terminal service. For the convenience of searching, in the right pane, switch to the "Standard" tab, increase the size of the "Name" column of the list and sort by its content by clicking on the corresponding header element. Find the item "Terminal Services" and select it.
Step 4
Open the Terminal Service Control dialog. Right-click on the highlighted item in the list of services and select Properties from the context menu.
Step 5
Change the startup options for Terminal Services. Switch to the General tab of the open dialog. In the Startup Type drop-down list, select the Manual item. After completing this action, the "Start" button will become active.
Step 6
Try to start Terminal Services. Click on the start button on the General tab of the Terminal Services (Local Computer) Properties dialog.
Step 7
Wait for the terminal service startup process to finish. After completing the actions of the previous step, the "Service Management" dialog will appear in which a start progress indicator will be displayed. Wait for the operation to complete. If everything goes well, the service status in the Computer Management window will change to Running.
Step 8
Check if Terminal Service is running if necessary. To do this, you need another Windows computer connected to the same local network as the machine on which the service was started. Allow access to Terminal Service in the firewall properties.
On the other computer, start Remote Desktop Connection. Enter mstsc in the "Launch Application" dialog, which can be opened by clicking on the "Run" item in the "Start" menu. Click OK. Enter the IP of the target computer, username and click "Connect".
