The latest update for the Windows Phone 8 operating system, called GRD3, is currently only available to developers, but anyone can install it. This is done to conduct comprehensive testing of the new product.

Instructions
Step 1
Sign in to your Microsoft account at https://apps.windowsstore.com/ by clicking the “Start Building” button in the lower left corner of the screen. If you do not have it, you will have to go through the standard registration procedure.
Step 2
Download the free Preview for Developers program from the online application store
Step 3
Next, you need to run the installed application. Here you may also need to re-enter your Microsoft account information.
Step 4
Go to the "Settings" menu, then "Phone update" and "Search for updates". The phone will find all the latest updates.
Step 5
Install the required update, agreeing to all the proposed terms. The whole process will take no more than 30-40 minutes.
