Modems for mobile Internet operate through the same base stations (cells) as mobile telephony. Hence, most of the problems associated with the quality of communication. If you are far from major cities, and there is only one or two cells next to you, the mobile phone will keep the signal and you will be able to make a call. However, for using the Internet, the "thickness" of the channel, most likely, will not be enough: imagine how many users can simultaneously call on the phone near you. Base stations "breathe", that is, the greater the load on them, the smaller the signal coverage area. Few people know where the cells are physically, so it is unlikely that it will be possible to approach them to increase the speed. In this case, it makes sense to use the Internet during the hours when the load on the stations is minimal.

For the Internet, not only data transmission speed is important, but also the stability of the connection. Many servers (sites) automatically close the connection to the client if the response time (ping) is long. Therefore, during peak hours, you will have to load pages over and over again, restart the connection, etc. In order to slightly improve the speed of the Internet, it is recommended to use the Opera browser with the Opera Turbo mode enabled, or install the Traffic Compressor program. This way, the pages you request will be compressed on a third-party server, then sent to you. This will save traffic and reduce the number of attempts to load the page.

Modems can be slow not only outside the city. In large cities, the quality of communication can also vary greatly in different areas. Sometimes problems arise due to the fact that the base station operating in 3G mode is physically closer to you. Yes, the data transfer rate of the new 3G standard is much higher than GPRS, but the load on the new station may be higher at the moment than on the cell located at some distance, operating in GPRS / Edge mode. And thus, a closer 3G cell reduces its coverage area, and your modem tries to "catch" an unstable signal. The quality of communication in such a situation usually leaves much to be desired. It is recommended to switch the modem to GPRS / Edge mode. So you will lose a little in connection speed, but the connection will be more stable.
