Step 1
If the phone is on, start with the simplest - call one of the numbers in the phone book and report that you have found the owner's phone and want to return it to him. It is better to call someone from close relatives, so as not to get into an awkward situation. Imagine that by calling, say, a certain Pyotr Alekseevich, you say that you want to return the phone. And he, under the pretext of giving it to the real owner, will keep it for himself. You cannot check.
Step 2
If your phone is off, try finding a suitable charger and recharging it. If after switching on you will not be prompted to enter a pin code, then proceed according to the first paragraph. Keep in mind that if the phone does not turn on, it may simply be broken.
Step 3
If, when you turn it on, you are asked to enter a pin code, it makes no sense to guess it. This will only lock your phone permanently. Try to contact the police. The fact is that each cell phone has a personal number - IMEI. When you turn on the mobile phone, the mobile operator that serves the subscriber sees this number. In addition to all the data about the subscriber, the operator can track the exact location of the phone itself with an accuracy of a meter. Having found out to whom the device is registered, you can easily find the owner. But mobile operators accept such requests only from the police and from several other law enforcement agencies of a higher order. Therefore, contacting the police is inevitable, of course, if you are not an employee of the special services.
Step 4
Also, a lot depends on where you found the cell phone. If this is a subway car or some other crowded place, then you are unlikely to be able to find the owner. But if this is, for example, your office, then you can post a notice of the find with your coordinates. Most likely, the owner is your colleague and will most likely be found.
