Relevant amendments to the law "On Communications" have already been prepared, and proposals for their revision were discussed at the meeting. The results of the Mobile Number Portability (MNP) tests conducted in August 2011 in the experimental zone were also announced.

One of the key questions regarding the introduction of this service is the determination of the costs of the telecom operator (recall that, according to the draft law, the service is free for subscribers). As VimpelCom estimates, the operator's costs for the implementation of MNP, depending on the technical implementation scheme and taking into account the improvements to the IP-systems, will amount to $ 50-60 million, this is at least. In addition to one-time costs, operators will also have to deduct at least $ 10 million per year for the maintenance of a clearing company that accumulates number capacity.
