Step 1
First of all, figure out the reason for blocking the phone number. If it is registered to you, and you did not specifically "freeze" it, then this could only be done by a cellular operator. Check your balance on your mobile device. Most likely, it will be negative for you (there may be several reasons: either you did not make the promised payment or subscription fee on time, or you exhausted your credit issued by the service provider company, or ordered some kind of paid service, the money for which was debited from your number).
Step 2
If the operator himself blocked you, you can get back in touch by adding the missing amount to your account. This can be done through a payment terminal, in the operator's official or dealer salons, or by electronic transfer via the Internet. When depositing money to your mobile phone account, remember that after this operation, its balance should become positive. That is, you need to deposit at least the specified amount of debt into the account.
As a rule, the cell phone number is switched on automatically with a minimum positive balance. Otherwise, contact your mobile operator and ask him to activate your SIM card.
Step 3
If your SIM card is not registered with you, and even with a positive balance, the call cannot be established, then the owner of the number blocked it. In this case, nothing will help you. Try to leave a request for "your" number in a corporate cellular communication salon, and after some time, when it becomes free again and appears in the database, register it for yourself.

In the event that you yourself have voluntarily "frozen" your own number for a certain period, it will be restored automatically at the time you specified. But this SIM card can be activated even earlier, for which you will have to talk to the operator's representatives and tell them the code word (your password).
