If you are an individual, switch to the Red Energy tariff plan using the service centers. MTS OJSC is a fairly well-known and large cellular company, it has its offices and representative offices in many cities of Russia and the near abroad. You can also contact any dealer center of MTS OJSC. You must have a passport or other identity document with you.
