In most cases, you need to wait a little and then repeat the call. Usually, when you call again after a few minutes, it is not difficult to get through to the subscriber. The fact is that a call failure most often occurs due to network problems, for example, when it is congested (especially on holidays, when many congratulate their relatives and friends).
Also, the end of a call "without rings" can be observed when making a call to a subscriber located in an area with poor network coverage. Usually failures for this reason occur when the subscriber enters the path between settlements and the network appears and disappears.
The call can end without ringing due to the fact that the subscribers call each other at the same time. Well, the last reason for ending the call without ringing is that the caller was blacklisted. Almost all modern phones have a "black list" function, and by entering subscribers into this folder, you can be sure that they will not get through (until they use other phone numbers).
